HB202 Summary

• Creates the Alex Hoover Palliative and End of Life Care Act to establish Palliative and End of Life Individual Health Plans for terminally ill students in Alabama public schools.

• School nurses develop health plans in conjunction with parents or guardians of qualified minors, outlining activities and care the student may participate in at school, including Orders for Pediatric Palliative and End of Life Care.

• Provides immunity from civil liability for school employees, attending physicians, and other individuals who follow the directives of an executed Palliative and End of Life Individual Health Plan.

• Requires the State Board of Education to adopt rules by June 1, 2019, regarding administration of these plans, with guidance from a temporary task force composed of 13 representatives from education, nursing, medical, and advocacy organizations.

• Becomes effective upon passage and Governor approval but only becomes operative when HB194 of the 2018 Regular Session (relating to Orders for Pediatric Palliative and End of Life Care) is enacted.
