• Amends Section 32-5A-32 of the Alabama Code to allow motorcycle and bicycle drivers to disregard red traffic-control signals under specific conditions.

• Requires two conditions be met: no other motor vehicles within 500 feet approaching or entering the intersection, and the driver must proceed cautiously with reasonable care and consideration for all traffic rules.

• Places burden of proof on the driver to demonstrate compliance with these requirements, with any accident caused by the driver being prima facie evidence of insufficient caution or care.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
