Amends Alabama Code Section 16-1-44.1 to allow local boards of education to employ retired federal or state law enforcement officers with at least 25 years of experience as school resource officers.

Establishes qualifications for school security personnel and resource officers to carry firearms, including Alabama Peace Officers' Standards and Training Commission certification or retirement in good standing from a law enforcement agency with at least 20 years of experience plus active shooter training.

Requires annual firearm requalification and mandatory carrying of a non-lethal weapon with appropriate training for armed school personnel.

Restricts arrest powers to only those school resource officers certified by the Alabama Peace Officers' Standards and Training Commission.

Directs the State Department of Education to promulgate rules for implementation of school security personnel and resource officer employment standards.
