Changes the schedule for periodic voter address verification from January of each year to February 2021 and every fourth year thereafter.

Authorizes the Secretary of State to use change-of-address information from the U.S. Postal Service or other reliable sources to identify voters whose addresses may have changed, rather than relying solely on returned confirmation postcards.

Requires boards of registrars to record voter status changes in the statewide voter registration database using a "confirm" status designation instead of maintaining separate inactive lists and suspense files.

Establishes a two-federal-election period during which voters must respond to notices or vote to avoid removal from the eligible voter list, with reinstatement possible if they vote or update their registration during this period.

Authorizes the Secretary of State to adopt rules to implement the voter registration update procedures.
