HB25 Summary

• Establishes a State Transportation Commission composed of five members appointed by the Governor, one from each of the five Department of Transportation regions, to coordinate and develop department activities.

• Commission members serve staggered initial terms (2, 4, or 6 years) with subsequent terms of 6 years and no consecutive terms allowed; membership must reflect racial, gender, geographic, urban/rural, and economic diversity.

• Transfers appointment authority of the Director of Transportation from the Governor to the State Transportation Commission, with the director serving at the commission's pleasure and having duties delegated by the commission.

• Prohibits commission members from employment with or contracting with companies that do business with the Department of Transportation while serving or for two years thereafter; members cannot work in roadbuilding or affiliated industries or as lobbyists.

• Exempts the Department of Transportation from the Budget Management Act, preventing the Governor or Finance Director from withholding or redirecting funds contrary to the commission's five-year and annual revenue plans.
