Amends Section 6 of Act 2003-213 to modify distribution of tobacco tax proceeds collected in Randolph County, with the Department of Revenue retaining 2 percent of collections.

Distributes remaining proceeds as follows: 32 percent to Alabama Forestry Commission recognized volunteer fire departments and Randolph County Rescue Squad in equal shares; 24 percent to Randolph County Industrial Development Council; 24 percent retained in county general fund; 10 percent to Randolph County Equine and Agricultural Association; 10 percent to Randolph County Animal Shelter.

Requires funds distributed to volunteer fire departments be used solely for fire protection, prevention, and fire safety education, distributed on monthly or quarterly basis to departments meeting Alabama Forestry Commission minimum standards, with no funds used for salaries.

Requires funds to Randolph County Rescue Squad be distributed monthly and used only for emergency services delivery.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
