Establishes a 2-year statute of limitations for inverse condemnation actions, commencing from the date the property was taken or appropriated for public use.

Provides an exception allowing actions to be filed within 6 months of discovery if the cause of action could not reasonably have been discovered within the initial 2-year period.

Caps the absolute deadline at 4 years from the date of the alleged taking or appropriation, regardless of discovery.

Applies prospectively only to civil actions commenced after the effective date of the act.

Becomes effective on the first day of the third month following passage and approval by the Governor.
