Amends Section 36-7-21, Code of Alabama 1975, to require written authorization from agency heads (rather than the Governor) prior to travel for state employees seeking reimbursement for in-state or out-of-state travel.

Agency heads must certify that estimated reimbursable travel expenses have been reviewed and approved as necessary before the traveler departs.

For in-state travel to conventions, conferences, seminars, or meetings, agency heads must also certify the person is traveling in state service and that the state or individual is a dues-paying member of the organization with documentation on file.

Maintains existing authorization procedures for Legislative Department, Judicial Department, higher education institutions, and the Department of Agriculture and Industries through their respective leaders.

Becomes effective immediately upon passage and approval by the Governor.
