HB309 Summary

• Deletes the minimum base allocation of one percent of available funds that was previously guaranteed to each soil and water conservation district.

• Amends Section 9-8A-5 of the Code of Alabama 1975 to allow the Agricultural and Conservation Development Commission to allocate remaining revolving funds to the 67 soil and water conservation districts based on formulas considering highly erosive areas, reforestation needs, and other soil and water conservation needs.

• Changes mandatory allocation language from "will" to "may" allocate funds, giving the commission greater discretion in fund distribution.

• Maintains existing procedures for fund reversion, reallocation of reverted funds, and administration of a reserve fund not to exceed $10,000.

• Takes effect immediately upon passage and approval by the Governor.
