Authorizes Jefferson County to levy an additional stormwater fee of $1 annually on residential property owners and $0.005 per square foot on commercial property, with an annual cap of $3,000 per commercial property.

Exempts state-owned property, county property, municipal property, and certified volunteer fire departments used for public purposes from the additional stormwater fees.

Directs all proceeds from the additional stormwater fees to retire bonds previously issued for the county sewer system, and upon retirement of that debt, to maintain the county sewer system.

Requires the county commission to audit the fee proceeds two years after the act's effective date and reduce the sewer rate proportionally to match the percentage increase in stormwater fee revenue.

Becomes effective on the first day of the third month following passage and approval by the Governor.
