Amends Section 13A-11-225, Code of Alabama 1975, to expand the prohibition on sky lanterns from only releasing them near public gatherings to completely prohibiting possession, sale at retail, offer to sell at retail, distribution, or giving away of sky lanterns.

Defines "sky lantern" as an unmanned self-contained free-floating luminary device requiring an open flame underneath, such as a candle, for propulsion.

Maintains existing penalty structure with violations treated as criminal violations punishable pursuant to Section 13A-5-12.

Excludes the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime or amends the definition of an existing crime.

Becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
