• Motor vehicle owners can opt-in to authorize or opt-out to restrict disclosure of personal information (name, address, email) from registration records to distinctive license plate sponsoring organizations and public colleges/universities.

• Sponsoring organizations receiving owner information are prohibited from reselling or disclosing that information to third parties without written consent from the owner.

• Updates the Legislative Oversight Committee on License Tags and Plates membership to reflect organizational changes, replacing references to the Alabama Criminal Justice Information Center and Department of Public Safety with the Alabama State Law Enforcement Agency.

• Adds one additional advisory member to the Legislative Oversight Committee from the Alabama Association of Tax Administrators.

• Section 1 becomes effective January 1, 2019; Section 2 becomes effective immediately upon passage and approval.
