• Allows the Alabama State Law Enforcement Agency to rehire retired state troopers and the Alabama Department of Corrections to rehire retired state correctional officers without the standard two-year rehiring prohibition, if critical personnel shortages exist and the retiree has been retired for at least 45 consecutive days.

• Limits rehired retirees to no more than 10 percent of the agency's or department's authorized workforce and restricts employment to a maximum of 10 years total from the date of rehiring.

• Restricts retired state troopers to ranks below sergeant and retired correctional officers to ranks below correctional sergeant, with no promotions allowed during subsequent reemployment.

• Caps compensation of rehired retirees at the amount they received at the time of retirement and prohibits accrual of additional retirement service credit during reemployment, though they may continue receiving existing retirement benefits.

• Requires the employing authority to provide written notice to the Employees' Retirement System within 30 days of a retiree beginning full-time or permanent duties.
