Amends Section 17-5-8 of the Code of Alabama 1975 to require all principal campaign committees and political action committees that meet the reporting threshold to file campaign finance reports electronically with the Secretary of State.

Removes the existing exemption that allowed committees raising $5,000 or less per election cycle to avoid electronic filing requirements, making electronic filing mandatory for all committees above the threshold.

Maintains an exception for municipal candidates and elected officials, which are not required to file electronically.

Becomes effective January 1, 2019, following passage and approval by the Governor.
