• Increases State Fire Marshal permit fees for manufacturing, sale, and display of fireworks and use of pyrotechnics before a proximate audience, with manufacturer and distributor permits rising from $2,000 to $2,700, wholesaler permits from $700 to $945, and retailer permits from $200 to $270.

• Establishes quarterly transfers of five percent of collected fireworks and pyrotechnics permit fees from the Fire Marshal Revolving Fund to the Alabama Firefighters Annuity and Benefit Fund.

• Increases pyrotechnics event permit fees from $100 to $150 per event, and subsequent event fees on the same calendar date from $50 to $75, with accelerated processing fees also increased.

• Authorizes the State Fire Marshal to increase all fees every five years based on the Consumer Price Index for all urban consumers, with a cap of two percent annual increase, calculated from December 2018 baseline.

• Effective date is January 1, 2019.
