Expands municipal authority to allow law enforcement officers to issue a summons and complaint in lieu of custodial arrest for all misdemeanors and violations, broadening the current limited scope.

Prohibits summons and complaint issuance for offenses involving violence, threat of violence, domestic violence, alcohol possession creating public safety risk, or cases with minor victims.

Requires municipalities to adopt and post a fine schedule for first, second, and subsequent offenders before implementing the summons and complaint procedure.

Directs that fines and forfeitures collected under municipal ordinances be remitted to the municipality's general fund, except for fines collected in district court which follow existing distribution laws.

Becomes effective on the first day of the third month following passage and approval by the Governor.
