HB4 Summary

• Amends Alabama Code Section 32-5A-80 to require commercial motor vehicles with three or more axles to travel in right lanes on interstate and U.S. highways under specific conditions.

• On four-lane interstate or U.S. highways (two lanes per direction), commercial vehicles with three or more axles must stay in the right lane unless passing, and may not use the left-most lane for passing for more than two miles without completely passing other vehicles unless traffic prevents return to the right lane.

• On interstate or U.S. highways with three or more lanes in each direction, commercial motor vehicles with three or more axles are prohibited from traveling in the far left lane.

• Provides exceptions to these requirements for traffic congestion, inclement weather, obstructions, legal compliance, left turns, toll payment, and operation within municipal corporate limits; also exempts authorized emergency vehicles and highway maintenance or construction vehicles.

• Establishes a 60-day warning citation period following the effective date before enforcement with penalties may begin; law becomes effective on the first day of the third month following passage and gubernatorial approval.
