HB 414 Summary

• Create a new Nonprofit Special Events Retail License allowing qualifying nonprofit organizations to sell beer, wine, and liquor at special events for up to seven days.

• Define qualifying organizations as nonprofits exempt under IRC Section 501 that have been continuously operating in the state for at least three years or are affiliated with a parent organization meeting that requirement.

• Require license applications to be submitted at least 25 calendar days before the event and include documentation of nonprofit status, event details, property authorization, and notice to local officials; waive liquor liability insurance requirements.

• Authorize nonlicensed persons to donate beer, wine, and liquor to events, and permit beer and wine manufacturers to donate up to two kegs (31 gallons) or two cases respectively to licensed nonprofit special events.

• Become effective on the first day of the third month following passage and approval by the Governor.
