• Establishes procedures for depositing material from dredging of Alabama navigation inlets, requiring beach-quality sand to be placed on adjacent eroding beaches unless equivalent sand from alternate locations is used.

• Requires placement of beach-quality sand on adjacent eroding beaches on an average annual basis equal to natural net annual longshore sediment transport, with the department maintaining current sand quantity estimates for planning and permitting.

• Exempts construction waterward of the coastal construction control line in down drift coastal areas within one mile of navigation channels or inlets from permitting requirements if the area is within a coastal municipality with an approved beach project permit.

• Exempts Alabama State Port Authority from strict compliance but requires demonstration of reasonable effort to place beach-quality sand from dredging and port-development projects on adjacent eroding beaches in accordance with approved plans.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
