• Prohibits the sale or transfer of an assault weapon to any person under 21 years of age, making such violation a Class B felony.

• Prohibits any person under 21 years of age from possessing an assault weapon, making such violation a Class C felony.

• Defines assault weapon to include semiautomatic rifles with detachable magazines and certain features (pistol grip, folding stock, flash suppressor, etc.), semiautomatic pistols with detachable magazines and certain features, semiautomatic shotguns with specific characteristics, shotguns with revolving cylinders, and conversion kits that can assemble assault weapons.

• Excludes from the definition antique firearms manufactured in or before 1898, permanently inoperable firearms, and manually operated firearms (bolt, pump, lever, or slide action).

• Becomes effective on the first day of the third month following passage and approval by the Governor.
