Amends Section 45-35A-51.11 of the Code of Alabama 1975 relating to the City of Dothan's civil service system employee compensation.

Changes approval authority for employee pay adjustments from "governing body" to "city manager" for classified service employees.

Maintains requirement that the director prepare and recommend uniform compensation plans with minimum and maximum rates for each employee class.

Requires consideration of recruiting experience, prevailing market rates, living costs, employee benefits, and the city's financial condition when establishing compensation rates.

Becomes effective immediately upon passage and approval by the Governor.
