Proposes a constitutional amendment applicable only to Baldwin County that prohibits owning, operating, or installing false or secret compartments in motor vehicles, aircraft, or vessels used to conceal controlled substances or contraband.

Defines false or secret compartment as an enclosure integrated into a vehicle that is a modification from original manufacturing and used to conceal illegal objects.

Authorizes law enforcement seizure of vehicles, aircraft, or vessels containing illegal compartments along with any items inside, with forfeiture procedures governed by Article 4, Chapter 5, Title 15, Code of Alabama 1975.

Exempts new owners from criminal liability for violations occurring before they took title if they had no knowledge of the modification and take steps to restore the vehicle to original design.

Allows the Legislature to establish criminal penalties for violations through local law and requires election on the amendment following constitutional procedures.
