• Amends Section 45-36-162 of the Code of Alabama 1975 to redistribute Tennessee Valley Authority in-lieu-of-tax payments received by Jackson County among specified recipients and purposes.

• Maintains existing annual appropriations including $1,000,000 maximum for Jackson County Economic Development Fund, $145,000 for ambulance service, $35,000 for rescue squad, and allocations to fire departments, Chamber of Commerce, and other entities.

• Creates one-time redistributions from the Jackson County Legislative Delegation Critical Needs Fund totaling approximately $1,083,353.43 to recipients including the Economic Development Authority ($393,353.43), schools ($360,000), libraries ($25,000), community centers, senior programs, and various nonprofit organizations.

• Specifies that any remaining funds after the listed distributions shall be transferred to the Jackson County Legislative Delegation Office operating account, after which the Critical Needs Fund shall be closed.

• Takes effect immediately upon passage and approval by the Governor.
