Proposes a local constitutional amendment for Shelby County to bring certain privately owned sewer systems under Public Service Commission jurisdiction.

Applies to privately owned sewage collection, treatment, or disposal facilities that use public rights-of-way of public roads directly or through lease/contract.

Requires facilities discharging to Grade III or higher wastewater treatment facilities and serving residential or commercial customers billed flat service fees or fees based on water usage to be certified and regulated by the Public Service Commission.

Election on the proposed amendment shall be held in accordance with Sections 284 and 284.01 of the Alabama Constitution and state election laws.

Public Service Commission shall determine whether implementation of the amendment occurs gradually or all at once.
