Amends Section 1 of Act 90-305 (1990) governing the Economic and Industrial Development Authority for the City of Oakman in Walker County.

Modifies the board appointment structure: 5 members appointed by Oakman City Council, 4 members appointed by the mayor, and eliminates the previous appointments by state house and state senate representatives.

Board members must be present or former citizens of Oakman or Walker County residents within a 6-mile radius of Oakman's corporate limits.

Establishes that city council-appointed members serve 4-year terms and requires all board appointments to be finalized within 30 days of the act's effective date.

Provides that any existing vacancies in positions previously appointed by legislators shall be filled by the mayor, with future vacancies filled by the original appointing authority.
