HB472 Summary

• Prohibits possession, sale, and transfer of assault weapons and large-capacity magazines (defined as ammunition feeding devices holding more than 7 rounds) in Alabama.

• Establishes penalties: Class B felony for unlawful sale/transfer of assault weapons or large-capacity ammunition; Class A felony if transferred to persons under age 18; Class C felony for unlawful possession.

• Allows persons who lawfully possessed assault weapons or large-capacity magazines prior to October 1, 2018, to apply for certificates of possession by October 1, 2019, with $50 application fee and criminal background investigation.

• Permits certificated owners to possess these weapons only at residences, places of business, target ranges, licensed shooting clubs, firearms exhibitions, or while transporting between these locations.

• Exempts law enforcement, military, naval forces, and licensed dealers; allows dealers to sell assault weapons to out-of-state residents and transport for out-of-state sales; becomes effective October 1, 2018.
