Amends Section 45-8A-23.176 of the Code of Alabama 1975 relating to the City of Anniston's council-manager form of government.

Authorizes the city manager to transfer unencumbered appropriation balances between general expenditure classifications within an office, department, board, or agency at any time, subject to specified conditions.

Removes the requirement that council transfer of unencumbered appropriation balances can only occur "at the request of the city manager and within the last three months of the budget year," allowing such transfers by council resolution at any time.

Prohibits transfers from appropriations fixed by law or those required by specific subsections (a) through (i) of Section 45-8A-23.144.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
