Requires the Birmingham City Council to establish by ordinance a vacant building registration program for unoccupied or unsecured buildings occupied by unauthorized persons.

Permits the city to charge property owners a registration fee and may exempt vacant buildings on a case-by-case basis upon request if the owner demonstrates good cause inability to occupy the property for a determinant period.

Authorizes the city to institute civil actions or file liens on real property for unpaid registration fees, with required notice to property owners at least 30 days before filing a lien.

Requires property owners residing outside Alabama to provide the name and address of an in-state agent authorized to accept service of process and emergency notifications on their behalf.

Directs registration fee proceeds into a separate account for public safety efforts, program administration, and repairing, closing, or demolishing vacant structures; becomes effective on the first day of the third month following passage and approval.
