Grants copyright protection to owners of sound recordings publicly broadcast or recorded before February 15, 1972, with rights equivalent to federal copyright law under 17 U.S.C. §106.

Allows copyright owners whose rights are violated to file claims for damages and other appropriate relief in Alabama state courts.

Preserves any existing rights or remedies available under common law.

Automatically repeals February 15, 2067 in accordance with federal copyright law provisions.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
