Imposes an additional $20 fee in Coosa County Probate Court for each marriage license issuance and each adoption petition filing.

Distributes collected fees equally: $10 retained by the judge of probate for probate office operation expenses and $10 remitted to the Coosa County General Fund monthly.

Requires the judge of probate to disburse retained fees at sole discretion for probate office operating expenses, subject to audit by the Department of Examiners of Public Accounts.

Takes effect on the first day of the third month following passage and gubernatorial approval.
