Prohibits the sale or transfer of an assault weapon to any person under 21 years of age, making such offense a Class B felony.

Prohibits any person under 21 years of age from possessing an assault weapon, making such offense a Class C felony.

Defines "assault weapon" to include semiautomatic rifles with detachable magazines and specified features (pistol grip, thumbhole stock, folding stock, flash suppressors, etc.), semiautomatic pistols with high-capacity magazines, short-barreled rifles, and semiautomatic shotguns with certain characteristics.

Excludes antique firearms manufactured before 1898, permanently inoperable firearms, and manually operated bolt, pump, lever, or slide action firearms from the definition of assault weapon.

Becomes effective on the first day of the third month following passage and approval by the Governor.
