Levies a $25 court cost against defendants in all domestic violence cases, protection from abuse violation cases, stalking cases, or cases determined by the judge to be domestic violence cases in Russell County circuit, district, and municipal courts.

Court clerks shall collect the court costs upon conviction or dismissal unless remitted by the court, and remit proceeds quarterly to the Russell County Commission.

Russell County Commission shall place collected funds in a designated domestic violence account and disburse them quarterly to support operation of the domestic violence shelter at the Crisis Center of Russell County.

Funding is conditioned on the shelter maintaining compliance with prevailing standards for operation set forth by the Alabama Coalition Against Domestic Violence.

Act becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
