Requires non-volunteer fire departments with paid firefighters on duty 8+ hours per day to install diesel exhaust systems in fire station buildings or on each diesel apparatus within 5-7.5 years, depending on department size (1-10 stations within 5 years; 11+ stations within 7.5 years).

Defines acceptable diesel exhaust systems as dilution ventilation systems, local tailpipe capture systems, multistage air filtration systems, or vehicle-mounted filtration systems that meet specified technical standards.

Requires all existing fire stations to install door closure devices, weather stripping, and seals between apparatus bays and living/office areas within 5 years to prevent diesel exhaust infiltration.

Mandates that all new fire station construction beginning after the effective date must incorporate diesel exhaust systems in the design and include a separate sealed room for storing protective gear.

Requires a 2/3 legislative vote for effectiveness regarding local entities unless the bill is approved by the affected local entity or the Legislature appropriates funds or provides revenue sources to cover compliance costs.
