HB70 Summary

• Expands the School Board Governance Improvement Act of 2012 to apply to members of the State Board of Education, including training requirements, boardsmanship standards, and code of conduct provisions.

• Adds four nonvoting members to the State Board of Education: the most recent outgoing Alabama Teacher of the Year, the currently serving Alabama Teacher of the Year, one student delegate elected by Alabama Boys State delegates, and one student delegate elected by Alabama Girls State delegates.

• Requires the State Superintendent of Education to employ an administrative director to serve as a liaison between the superintendent and the State Board of Education, with compensation and duties determined by the superintendent.

• Establishes that nonvoting members are exempt from the five-year professional educator restriction and other eligibility requirements applicable to voting members.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
