Amends Section 26-24-2 of the Code of Alabama 1975 to establish qualifications for the Secretary of Early Childhood Education, appointed by the Governor.

Requires appointees to hold either a master's degree or completion of at least 36 post-baccalaureate hours in early childhood education or childhood development.

Requires extensive experience in educational supervision and management in early childhood education covering birth to eight years of age, school readiness, early care education, school improvement, and education administration.

Certifies that education administration and supervision certification is preferred but not required for the position.

Becomes effective immediately upon passage and approval by the Governor.
