• Department of Veterans Affairs issues free removable windshield placards to recipients of Medal of Honor, Purple Heart Medal, Army Distinguished Service Cross, Navy Cross, Air Force Cross, Silver Star, Bronze Star, or former prisoners of war upon application with satisfactory proof.

• Placard designed to hang from front windshield rearview mirror (or dashboard if vehicle lacks mirror) when vehicle parks in spaces designated for corresponding military honor or veteran status.

• Makes it unlawful to park in designated military honor or veteran status parking spaces without corresponding distinctive license plate or removable windshield placard, with fines of $25 (first offense), $50 (second offense), or $100 (third or subsequent offense).

• Affirmative defense available if defendant actually holds the designated military honor or veteran status for the parking space in question.

• Law enforcement officers may enforce on private property; collected fines distributed between local law enforcement agencies, State Treasury, Administrative Office of Courts, and Department of Veterans Affairs.
