• Creates the Association of Former Members of the Alabama Legislature as a nonprofit organization to promote public service, strengthen representative democracy, and work with schools and civic groups to increase public understanding of the legislative process.

• Prohibits the association from participating in electoral processes, endorsing candidates, or lobbying on behalf of political parties or candidates, except for its limited statutory functions.

• Establishes a 10-member board of directors composed of former legislators appointed jointly by the Speaker of the House and President Pro Tempore of the Senate (one from each congressional district, three at-large), with equal representation between the two major political parties.

• Authorizes the board to employ an executive director and staff, and allows the board to provide health insurance and retirement benefits to employees through state plans by resolution.

• Upon dissolution by legislative act, remaining assets may be distributed to other Section 501(c)(3) organizations or the Alabama Department of Archives and History.
