Honors Franklin County 4-H Program for winning the 2017 Crystal Clover Award, recognizing excellence in Alabama's 4-H programming including unified team development, research-based curriculum, and diverse delivery modes.

Program participation grew from 200 to over 700 youth in the past two years, with more than 50 volunteers supporting expansion into all schools in the area.

Dr. Gary Lemme, director of the Cooperative Extension System at Auburn University, designated Franklin County as a Centennial Youth Initiative County in recognition of its competitive program.

House adopted the resolution on January 11, 2018, and the Senate adopted it on January 23, 2018.
