Urges state leaders and governmental departments to study diversion solutions for drug offenders currently receiving prison sentences before treatment options are exhausted.

Recommends developing an equitable screening method to identify individuals charged with substance-related offenses who could be diverted from incarceration to community-based programs.

Proposes implementing comprehensive needs assessments, eligibility requirements, treatment plans, and supervision strategies that connect participants to services designed to reduce future offenses and decrease prison overcrowding.

Encourages coordination among law enforcement, criminal justice, mental health, and corrections agencies to reduce costs and improve treatment outcomes for individuals with substance abuse issues.

Directs that a copy of the resolution be provided to Governor Kay Ivey for distribution to appropriate state agencies to convey the Legislature's sentiments on this issue.
