Directs federal credit system funding toward high-speed rail networks, nuclear power plants, water projects, and critical transportation and energy infrastructure programs.

Requests immediate rebuilding of the space program to explore the solar system and development of nuclear fusion technology to address national energy needs.

Requires copies of the resolution be sent to each member of the Alabama Congressional Delegation and the President of the United States.
