Urges all local wireline and wireless providers operating in Alabama to adopt the FCC's "Advanced Methods to Target and Eliminate Unlawful Robocalls" as recommended in FCC Report and Order CG Docket No. 17-59, adopted November 16, 2017.

References FCC authorization allowing telecommunications carriers to voluntarily block certain illegal incoming calls without violating FCC call completion rules and to establish methods for identifying and correcting blocking errors.

Identifies calls from invalid, unallocated, or unused numbers as frequent sources of fraud, identity theft, and unlawful purposes, particularly targeting persons over 65 years of age.

Directs the Alabama Public Service Commission to monitor adoption of the FCC recommendation by Alabama wireline and wireless providers and report to the Legislature by the fifth legislative day of the 2019 Regular Session.
