Recognizes Aidan Olivia Mills as a 2018 Young Hero of Alabama, selected by Alabama Public Television for excellence in academics, public service, overcoming adversity, and strength of character.

Commends Mills for founding the 13:13 Project at age 12 to help hospital families in emergency situations by collecting toiletry items ("anchor bags") for Huntsville Hospital for Women and Children.

Notes the 13:13 Project has donated more than $3,000 to Huntsville Hospital Foundation by selling project logo shirts and receiving support from local businesses and Mt. Zion Baptist Church.

Honors Mills as Young Citizen of the Month by Community Awareness for Youth, an organization sponsored by Rocket City Broadcasting, City of Huntsville, and Huntsville Utilities.
