AL SB102

Prohibits public institutions of higher education, local boards of education, and public schools from expending public funds to advocate for or against statewide or local ballot measures, regardless of whether the expenditure serves a public purpose.

Defines prohibited activities as those enumerated in Section 17-17-5(b)(1), Code of Alabama 1975, when the purpose is to advocate for electors to vote on a statewide or local measure.

Permits public entities to provide information about ballot issues that does not advocate for a specific voter action.

Allows public entities to continue making contributions or dues payments to trade associations in which they hold membership.

Becomes effective on the first day of the fourth month following passage and approval by the Governor.
