Changes the Commissioner of Conservation and Natural Resources' authority regarding game breeder's licenses from discretionary ("may") to mandatory ("shall") issuance to properly accredited applicants.

Restricts criminal penalties to apply only to persons who intentionally violate game breeder licensing requirements, including willfully failing to obtain a license or falsifying records.

Maintains existing penalty structure with fines ranging from $500-$2,000 for first offense, $1,000-$2,000 for second offense within five years, and minimum $2,000 for third or subsequent offenses within five years, plus potential license revocation.

Sets game breeder license fees at $250 for all species except Cervidae family members, which are assessed at $250 for the first 50 animals, $500 for 51-100 animals, and $1,000 for animals exceeding 100.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
