Prohibits sheriffs from placing conditions or requirements on pistol permit issuance, except as expressly provided by law, or limiting the scope or applicability of pistol permit laws to eligible applicants.

Forbids sheriffs from imposing time constraints or other requirements on applicants taking possession of an approved pistol permit after notification of approval.

Requires sheriffs to issue or renew pistol permits within 30 days of receiving a complete application and fee, unless the applicant is prohibited by state or federal law or poses a reasonable suspicion of unlawful weapon use.

Maintains existing grounds for permit denial or revocation, including criminal convictions, mental health adjudications, falsification of application, and justifiable public safety concerns.

Becomes effective on the first day of the third month following passage and approval by the Governor.
