• Amends Section 17-3-30 of the Code of Alabama 1975 to modify voter eligibility requirements for persons with felony convictions.

• Establishes that any person not currently serving a court-ordered sentence of imprisonment for a felony offense is eligible to register and vote.

• Removes the previous requirement that persons convicted of crimes involving moral turpitude must receive restoration of civil and political rights before voting eligibility.

• Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
