Amends Section 40-12-300 of the Code of Alabama 1975 to authorize parents, stepparents, and legal guardians of minors with disabilities to apply for special access or disability access distinctive license plates.

Applicants must present documentation that they are either a parent/stepparent/legal guardian of a minor with a disability as defined in Section 32-6-230, or an individual with a disability themselves.

Plates are issued by county license issuing officials upon payment of regular license fees and may be used on personally-owned, private, or government-owned passenger vehicles registered to the applicant.

Distinctive license plates displaying the International Symbol of Access are not required to be displayed and are optional for individuals with disabilities.

The act becomes effective on the first day of the third month following passage and approval by the Governor.
