• Amends Section 16-51-3 of the Code of Alabama 1975 to revise the University of North Alabama Board of Trustees membership composition.

• Removes the State Superintendent of Education as an automatic board member and replaces this position with one at-large member appointed from within or outside the state.

• Changes the congressional district requirement from the seventh and eighth districts to the fourth and fifth congressional districts for six board members who must be residents of those areas.

• Sets the initial term for the new at-large member position at six years, with all subsequent at-large members serving six-year terms.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
