Appropriates $250,000 from the Education Trust Fund to the Board of Trustees of the Alabama Community College System for student scholarships in automotive manufacturing programs for fiscal year ending September 30, 2019.

Board of Trustees, in consultation with the Alabama Industrial Development and Training Institute, shall establish scholarship qualifications for high school students and adults enrolled in state automotive manufacturing educational programs.

Scholarship recipients shall be selected by the board in consultation with a scholarship committee comprised of members of the Alabama Automotive Manufacturers Association Board of Directors, based on applications submitted to the association.

Alabama Community College System shall provide annual reports to the House Ways and Means Education Committee Chair and Senate Finance and Taxation Education Committee Chair on the scholarship program's effectiveness.

Scholarships are effective retroactive to October 1, 2017, and continue through fiscal year 2020 unless extended by legislative action; the act becomes effective immediately upon passage and gubernatorial approval.
