• Proposes a constitutional amendment to Section 46 of the Alabama Constitution regarding legislative vacancies.

• If a vacancy occurs in the House of Representatives or Senate on or after October 1 of the third year of a quadrennium (four-year term), the seat shall remain vacant until the next general election rather than being filled by special election.

• Vacancies occurring before October 1 of the third year continue to be filled by gubernatorial writ of election for the remainder of the term.

• The amendment requires approval by a majority of qualified electors voting in a statewide election conducted under existing election laws.
